The Municipal Clerk is a statutory position (more info) and under Lincoln Park’s form of Government, Faulkner Plan F, the Governing Body appoints the Clerk. The Clerk is the direct link between the residents and the Council. The Clerk’s duties are Secretary to the Municipal Corporation and the Governing Body, Chief Administrative Officer in all Elections, Coordinator and Records Manager of local archives and records retention, the Licensing Official for licenses including alcoholic beverages, raffles, bingo and other games of chance, and other duties as imposed by Statute, regulation or Municipal Ordinances and Maintains copies of all official Records.

"No Excuses Absentee Ballot Application"
In New Jersey, any registered voter can now vote by absentee ballot for any election without a reason. Simply click on the link for an absentee ballot above, print out the application and mail to the County up to 7 days prior to the election. You may also apply in person to the County Clerk up until 3pm the day before the election. If you do apply for an absentee ballot, you WILL NOT be permitted to vote at your polling place in the same election. After you have sumitted your application for an absentee ballot, the County will mail an Absentee Ballot to you.
Party Affiliation Declaration Form
Declaration must be filed no lated than 50 days preceding the Primary in which the voter wishes to vote. A newly registered voter, an unaffiliated voter or a voter who has never voted in a primary election, can affiliate with the party on the day of the primary.
